This man claims to be a 'checktologist.'

A checktologist listens to fictitious voices give false statistics.

He then tries to make rational arguments based on false conclusions.

He believes that the 'voices' or the sources used to 'check' on individuals are viable and irrefutable.

Do not get in a debate with him about this. His delusions are far gone.

UPDATE:
This man was seen recently claiming to need two albino breeding mongooses from opposite ends of the island!  He wanders from end to end, then back again, hoping to catch a glimpse of white fluff, and when he does, he springs to the attack!  He has killed entire flower beds in this fashion, not to mention 5 small dogs, a cat, 3 nubian goats, and sent a girl doing yoga straight to church!
